Read the Edital carefully to get to know the lines of credit available and the general rules for qualification.

Conditions for the qualification of proposals

• a) To be up to date with the accounting reports approved in the SICONFI and SICOM systems, and CAUC.
• b) Capacity of indebtedness of the proponent.
• c) Compliance with the Legal Limits foreseen in the Federal Constitution, mainly with regard to article 167-A, in the Fiscal Responsibility Law and in the Resolutions 40 and 43 of 2001, of the Federal Senate, including with regard to personnel expenditures.
• d) Fitting the object to be financed, according to BDMG rules.
• e) There are no registration or financial restrictions or pending issues with BACEN, SPC, SERASA or BDMG.
• f) There are no pending issues in previous projects financed by BDMG.
• g) In order to qualify, the monthly value of the installments must not exceed 50% of the monthly average of the municipality's ICMS collection, calculated on the last balance sheet due.

When your proposal is qualified, BDMG will support your municipality to have the plea framed with the National Treasury Secretariat (STN).

The contracting of credit operations by States, Federal District, and Municipalities, including their Autarchies, Foundations, and Dependent State Companies, is subordinated to the Federal Constitution's rules, mainly in what refers to the article 167-A, of the Complementary Law no. 101, of 05/04/2000 (Fiscal Responsibility Law - LRF), and to the Resolutions of the Federal Senate no. 40 and 43, of 2001.

The documentation required by the National Treasury Secretariat - STN - a body of the Ministry of Finance, and the procedures for obtaining a favorable opinion on the Request for Verification of Limits and Conditions (PVL) are described in the Manual for Instruction of Requests (MIP), made available by the National Treasury Secretariat.

BDMG will provide support to the municipality so that the documentation required by the STN is provided quickly and in full, complying with the legal and operational prerequisites observed by the STN in its analyses.

After a Request for Verification of Limits and Conditions (PVL) has been approved, the financing contract will be issued. Be sure to read the Edital carefully to get to know the lines of credit available and the general rules for contracting.

The contracting of the credit operation is conditioned to:

• Availability of annual global credit limit to the organs and entities of the public sector, according to Resolution No. 4,995, of March 24, 2022, of the Central Bank;
• Indebtedness capacity of the proponent: approval of the Request for Verification of Limits and Conditions (PVL) of the credit operation;
• Credit and risk analysis of the municipality, according to BDMG's criteria;
• Registration regularity of the municipality;
• The municipality's technical and financial compliance with BDMG.

Any pending issues with SIAFI/MG, CADIP, SAHEM, FGTS, State Revenue Service, Federal Revenue Service and CAUC will prevent the contracting and release of funds.

The financing contract issue date by BDMG will be considered for the grace and amortization terms. The signing of the financing contract does not guarantee the release of the foreseen installments, which is conditioned to the compliance and fulfillment of the provisions of the financing contract.

Municipalities that have the financing contract signed with BDMG must submit to the Bank the project to be financed within up to ninety (90) days from the date of issuance of the contract, which can be extended only once for another 90 days (upon payment of Credit Reserve Charge).

Construction Project

In this stage, the project will be analyzed and sent to BDMG Digital for analysis by the engineering team, according to the deadline in the Tender Protocol. The requirements of the project primer, which will be supplied by BDMG, must be observed.

Municipalities must present the Bid to the Bank within the period provided for in the contract. We point out that the Bidding must observe the requirements of Law nº 8.666/1993, Law nº 10.520/2001 or Law nº 14.133 of 2021 and must be carried out only after the issuance of the authorization to bid, sent by BDMG.

The Municipality is solely responsible for the compliance with the applicable legislation and the regularity of the bidding and contracting procedure, and BDMG is not responsible for this process, under any pretext. The authorization for the beginning of the works or the invoicing of the machine or equipment does not guarantee the release of the foreseen installments, which is conditioned to the observance and fulfillment of the financing contract dispositions.

Authorization to Begin the Work

After the verification of the bidding process, the authorization to start the works and/or the acquisition of goods will be issued.

After authorization for the start of work or billing and receipt of machine/equipment, the Municipality will be able to receive releases up to the limit of the value for which the financed object was awarded in the bidding, according to the guidelines below.​​​​​​​

The general conditions for the release of resources are:

• Formal authorization from BDMG to start the work and/or acquisition of the good;
• Non-existence of a relevant registration restriction, at BDMG's discretion, related to the municipality;
• Proof of fiscal regularity before SIAFI-MG - Integrated System of Financial Administration of the State of Minas Gerais;
• Regularity of the municipality before the Internal Revenue Service;
• Inexistence of a fact of economic-financial nature that, at BDMG's discretion, may compromise the execution of the financed undertaking in such a way as to alter it or make its realization impossible;
• The regular progress of the work, according to the schedule presented to BDMG.
