Registration

Registrations shall be made exclusively in BDMG website, in the field “access your BDMG Digital”. After submitting the requested information, a “confirmation” message will be displayed. This means that the proposal was registered in the correct manner and is already under review. It is not necessary to contact BDMG by phone or e-mail to confirm. The submission must be made, by the deadline set forth in the Regulation of Permanent Municipal Financing Lines.

In case the Municipality does not have registration in the portal, it must do it using this link.

Warning! The credit operating loan process is subject to the availability of annual overall credit limit to agencies and entities of the public sector, defined by National Monetary Council for financial institutions, under Resolution No. 4589, of 29 June,2017, by Banco Central.

Read the Regulation of Permanent Municipal Financing Lines carefully to learn about the lines of credit available and the general rules for qualification.

Conditions for the qualification of the proposals

  • a) Being up to date with the accounting reports approved in the SICONFI and SICOM and CAUC systems.
  • b) Applicant’s debt capacity
  • c) Meeting the Legal Provisions set forth in the Brazilian Federal Constitution, mainly with regard to article 167-A, in the Brazilian Fiscal Responsibility Act and in Resolutions 40 and 43 of 2001, of the Brazilian Federal Senate, including with regard to personnel expenses.
  • d) Structuring of the object to be financed, according to BDMG’s rules.
  • e) Having no registration and financial restriction or relevant pending issues with BACEN, SPC, SERASA or with BDMG itself.
  • f) Absence of pending issues in previous projects funded by BDMG.
  • g) For qualification, the monthly value of the foreseen instalments cannot be over 50% of the monthly average collection of the municipality’s ICMS (Goods and Services Tax) assessed in the most recent current balance sheet.

How we will contact the municipality after analyzing the proposal.

The Municipality can check the status of its proposal in the BDMG website and will receive a Qualification Letter in the registered e-mails.

The Qualification Letter is what will determine the successful completion of the first stage of the registration and it is a condition, together with the Authorizing Law, for the beginning of the process of approval of the Limits and Conditions Checking Request (PVL) of the credit operation by the Brazilian National Treasury Department (STN).

During the analysis of the proposal, pending issues can be opened for clarification or correction of the submitted information. In this case, the contact person registered will be informed, via e-mail. The municipality can also regularly check BDMG DIGITAL, so that pending issues can be resolved in a timely manner.

When your proposal is qualified, BDMG will support your municipality so that the claim is structured with the National Treasury Department (STN).

The obtainment of credit transactions per States, Federal District and Municipalities, including their Instrumentalities, Foundations and Dependent State-Owned Enterprises is subject to rules of the Brazilian Federal Constitution, especially with regard to article 167-A, to Ancillary Law No. 101, of 04 May,2000 (Fiscal Responsibility Act – LRF) and to Brazilian Federal Senate Resolutions No. 40 and 43, of 2001.

The documents required by the National Treasury Department – STN – agency of the Ministry of Finance, and the procedures for the obtainment of opinion favorable to the Limits and Conditions Checking Request (PVL) are described in the Guide for Claim Instruction (MIP), made available by the National Treasury Department.

BDMG will support the municipality so that the documents required by STN be fully provided with agility, meeting the legal and operating pre-requisites followed by STN in their analysis.

Authorizing Law

BDMG makes available to the municipalities draft authorizing laws for approval in the City Council. As the conditions vary between the permanent financing lines, a law must be approved for each municipal request. If any changes are needed in the authorizing law draft, a previous consultation should be made to BDMG by sending an e-mail to bdmgmunicipio@bdmg.mg.gov.br.

Ratification of Accounting Reports

The entity shall ratify the accounting reports at Siconfi according to request by the National Treasury Department (STN).

After the Limits and Conditions Checking Request (PVL) is approved, the loan agreement shall be issued.

Be sure to read the regulations carefully to learn about the credit lines available and the general rules for contracting.

The credit operation is subject to:

  • Availability of the global annual credit limit to agencies and entities of the public sector, under Resolution No. 4589, of 29 June,2017, by Banco Central;
  • Applicant’s debt capacity: approval of the Limits and Conditions Checking Request (PVL) regarding the credit operation;
  • Credit check and risk analysis of the municipality, under BDMG criteria;
  • Registration regularity of the municipality;
  • Technical and financial compliance of the municipality with BDMG standards.

Pending issues regarding registration at SIAFI/MG, CADIP, SAHEM, FGTS, State Revenue Office and Federal Revenue Office and CAUC are restrictive terms and conditions to the loan and fund release.

The date of issue of the funding agreement by BDMG will be considered for the counting of the grace period and amortization period. The execution of the funding agreement does not ensure the release of the planned installments, which is subject to compliance and performance of what is set forth in the funding agreement.

Mobilidade, Sustentabilidade e Solidário

The Project must be sent within 90 (ninety) days, counting from the date of issuance of the financing contract.​

After verifying the documentation sent, BDMG will issue the Authorization for bidding.​​

Within 90 (ninety) days, counting from the date of issuance of the financing contract, the customer must inform, via BDMG Digital, the assets that will be acquired, accompanied by the justification for their acquisition, as well as the value of the investment and financing.

After verifying the information sent, BDMG will issue the Authorization for bidding.

To receive the first installment of resources and issue authorization to issue the service order, the client must send the documents listed below, after completion of the bidding process. ​​​​​​​​

It is the Municipality’s sole responsibility to comply with applicable legislation and the regularity of the bidding and contracting procedure, with BDMG not being held responsible for this process, under any pretext. Authorization to begin work or billing for machinery or equipment does not guarantee the release of the scheduled installments, which is conditional on compliance with the provisions of the financing contract.

We emphasize that the Bidding must comply with the requirements of Law No. 8666/1993, Law No. 10520/2001 or Law No. 14133 of 2021 and must be carried out only after issuing the authorization for bidding sent by BDMG.

To receive the resources, the customer must also observe:

  • Lack of relevant registration restrictions, at the discretion of BDMG, relating to the municipality; 
  • Proof of tax regularity before SIAFI-MG – Integrated Financial Administration System of the State of Minas Gerais; 
  • Regularity of the municipality before the Federal Revenue; 
  • Absence of an economic-financial fact that, at BDMG’s discretion, could compromise the execution of the financed project in such a way as to alter it or make it impossible to carry out;

Authorization to the invoicing of machinery or equipment will be issued after verification of the bidding process and does not guarantee the release of the expected installments, which is subject to compliance with the provisions of the financing contract.​

We emphasize that the Bidding must comply to the requirements of Law No. 8.666/1993, Law No. 10.520/2001 or Law No. 14.133 of 2021 and must only be carried out after issuing the approval to bid, sent by BDMG.​

Caminho da Escola

To issue approval to purchase the equipment, the customer must send via BDMG Digital Municípios, within the period stipulated in the contract, the authorization to adhere to the price registration minutes, issued by FDNE.

After authorization to begin the work, the municipality will receive the percentage of advance on the bid value, provided for in the contract.

To be entitled to the next installment, the customer must prove investment of at least 80% of the amount released by BDMG.
Proof of application of the released resources must be sent within 6 months of receipt.

The documentation required for proof to be sent via BDMG Digital is as follows:

Attention! BDMG does not provide refunds. In other words, if payments are made in amounts higher than those released by BDMG, they will be considered as compensation from the customer.

To receive the funds, the customer must also observe

  • That there was formal authorization from BDMG to start work and/or acquire the asset;
  • Accounting for previously released resources, if applicable;
  • Lack of relevant registration restrictions, at the discretion of BDMG, relating to the municipality;
  • Proof of tax regularity before SIAFI-MG – Integrated Financial Administration System of the State of Minas Gerais;
  • Regularity of the municipality before the Federal Revenue;
  • Absence of an economic-financial fact that, at BDMG’s discretion, could compromise the execution of the financed project in such a way as to alter it or make it impossible to carry out;
  • The regular progress of the project, in accordance with the schedule presented to BDMG.

  • What types of products can be financed through the permanent municipal financing lines?

  • Who can register my municipality for the permanent municipal financing lines?

    Any representative legally appointed by the Municipality can complete the proposal registration in BDMG Digital, except for the SCR Declaration, which must be accepted by the mayor himself.

  • What is the value of the funded loan?

    The agreement shall be issued with the value requested in the proposal and in compliance with the Authorizing Law and de PVL Granted by the National Treasury Department. In case there is a change in the value along the process, the agreement shall be issued with the updated value.

  • At what stage can I submit my project for BDMG’s analysis?

    The project shall be sent through BDMG Digital as soon as the funding operation has been agreed upon.

  • Can I change the type of funding during the process?

    The municipality can change the credit line only before the proposal is authorized, and it is necessary to fill out a new proposal in BDMG Digital informing the new line of financing requested. If the municipality only wishes to change the financing object within the same line (e.g.: change the financed object from photovoltaic plant to public lighting replacement) it is possible, as long as there are no restrictions in the authorizing law approved by the City Council.

  • What must be included in my Authorizing Law so I can meet the STN requirements?

    BDMG makes available the Law template, which must be approved by the Municipality’s Municipal Council, already presenting the items verified by the STN.

  • How many lines of credit can I claim?

    The municipality can participate in all the financing lines simultaneously, as long as it has payment capacity and is in compliance with the legal limits.

  • Can a municipality that has contracted financing from BDMG, referring to previous calls for proposals, apply for the permanent municipal financing lines?

    Yes, all the 853 municipalities in the state of Minas Gerais, regardless of whether they have active contracts with BDMG or not, are eligible to submit proposals under BDMG’s permanent lines. The eligibility will be subject to analysis of payment capacity and compliance with legal limits.
