Read the Public Notice carefully to learn about the lines of credit available and the general rules for qualification.

Conditions for the qualification of the proposals

• a) Being up to date with the accounting reports approved in the SICONFI and SICOM and CAUC systems.
• b) Applicant’s debt capacity
• c) Meeting the Legal Provisions set forth in the Brazilian Federal Constitution, mainly with regard to article 167-A, in the Brazilian Fiscal Responsibility Act and in Resolutions 40 and 43 of 2001, of the Brazilian Federal Senate, including with regard to personnel expenses.
• d) Structuring of the object to be financed, according to BDMG’s rules.
• e) Having no registration and financial restriction or relevant pending issues with BACEN, SPC, SERASA or with BDMG itself.
• f) Absence of pending issues in previous projects funded by BDMG.
• g) For qualification, the monthly value of the foreseen instalments cannot be over 50% of the monthly average collection of the municipality’s ICMS (Goods and Services Tax) assessed in the most recent current balance sheet.

When your proposal is qualified, BDMG will support your municipality so that the claim is structured with the National Treasury Department (STN).

The obtainment of credit transactions per States, Federal District and Municipalities, including their Instrumentalities, Foundations and Dependent State-Owned Enterprises is subject to rules of the Brazilian Federal Constitution, especially with regard to article 167-A, to Ancillary Law No. 101, of 04 May,2000 (Fiscal Responsibility Act – LRF) and to Brazilian Federal Senate Resolutions No. 40 and 43, of 2001.

The documents required by the National Treasury Department – STN – agency of the Ministry of Finance, and the procedures for the obtainment of opinion favorable to the Limits and Conditions Checking Request (PVL) are described in the Guide for Claim Instruction (MIP), made available by the National Treasury Department.

BDMG will support the municipality so that the documents required by STN be fully provided with agility, meeting the legal and operating pre-requisites followed by STN in their analysis.

After the Limits and Conditions Checking Request (PVL) is approved, the loan agreement shall be issued.

The credit operation is subject to:

• Availability of the global annual credit limit to agencies and entities of the public sector, under Resolution No. 4589, of 29 June,2017, by Banco Central;
• Applicant’s debt capacity: approval of the Limits and Conditions Checking Request (PVL) regarding the credit operation;
• Credit check and risk analysis of the municipality, under BDMG criteria;
• Registration regularity of the municipality;
• Technical and financial compliance of the municipality with BDMG standards.

Pending issues regarding registration at SIAFI/MG, CADIP, SAHEM, FGTS, State Revenue Office and Federal Revenue Office and CAUC are restrictive terms and conditions to the loan and fund release.

The date of issue of the funding agreement by BDMG will be considered for the counting of the grace period and amortization period. The execution of the funding agreement does not ensure the release of the planned installments, which is subject to compliance and performance of what is set forth in the funding agreement.

The municipalities that have a funding agreement entered into with BDMG shall submit the project to be financed to the Bank. After the approval of the project, the bidding process shall be sent to BDMG, according to the following guidelines.

Project and Work Bidding Process

At this stage, the analysis of the project shall be performed, and shall be sent to BDMG Digital for analysis of the engineering team, according to the Public Notice schedule. The requirements in the project booklet that shall be provided by BDMG shall be complied with. After the assessment of the project by the engineering team an authorization to perform the work bidding process is issued, always in compliance with the requirements of Act No. 8.666/1993, Act No. 10.520/2001 or Act No 14.133 of 2021. We highlight that the competitive bidding shall take place only after the issue of the Authorization to Bid, submitted by BDMG.

It is the Municipality’s exclusive responsibility the compliance with the applicable law and the regularity of the bidding and loan procedures, BDMG has no responsibility for this process, under no circumstance. Authorization for starting the work or billing of machines or equipment does not guarantee the disbursement of the foreseen installments, which is subject to the compliance and performance of what is set forth in the funding agreement.

Authorization for the Start of the Works

After the verification of the bidding process, the authorization for the start of the works and/or acquisition of assets shall be issued.

After the execution of the agreement and the authorization for the start of the works and/or acquisition of assets, the municipality shall forward the measurement, according to the guidelines below.​​​​​​​

To release the funds these are the general conditions:

• Formal authorization by BDMG to start the work and/or acquisition of the asset;
• Absence of relevant registration restriction, at the BDMG’s sole discretion, regarding the municipality;
• Submission to BDMG of the measurement resulting from the works, as well as evidence of the employment of the funds already disbursed;
• Evidence of fiscal regularity with SIAFI-MG – Sistema Integrado de Administração Financeira do Estado de Minas Gerais (Financial Administration Integrated System of the State of Minas Gerais);
• Regularity of municipality with the Federal Revenue Office;
• Absence of fact of economic-financial nature, at BDMG’s discretion, which may jeopardize the execution of the funded project in a way that would alter it or make it impossible to perform it;
• Proof of affixation of a sign allusive to the obtained financial collaboration, according to template available at BDMG website, in a visible manner in the place where the funded project is being executed;
• The regular progress of the project, according to the schedule presented to BDMG
