The project must be submitted within 90 (ninety) days, counted from the date of issuance of the financing agreement.

This deadline may be extended once, for an additional 90 (ninety) days, upon payment of a Credit Reservation Fee¹.

After verification of the submitted information, BDMG will issue the authorization to proceed with the bidding process.

For receipt of the first installment of funds and issuance of the authorization to issue the notice to proceed, the client must submit the documents listed below after completion of the bidding process.

Bidding for Project Preparation does not generate advance disbursement of funds.

It is the municipality’s sole responsibility to comply with applicable legislation and ensure the regularity of the bidding and contracting procedures, and BDMG bears no responsibility for this process under any circumstances. Authorization to start construction does not guarantee the release of the scheduled installments, which remains subject to compliance with and fulfillment of the provisions of the financing agreement.

We emphasize that the bidding process must comply with the requirements of Law No. 10,520/2001 or Law No. 14,133/2021 and must be carried out only after issuance of the authorization to bid sent by BDMG.

For receipt of funds, the client must also observe:

• No relevant registration restrictions, at BDMG’s discretion, related to the municipality;
• Proof of fiscal compliance with Siafi-MG — Integrated Financial Administration System of the State of Minas Gerais;
• The municipality’s good standing with the Federal Revenue Service;
• No economic or financial events that, at BDMG’s discretion, could compromise the execution of the financed undertaking in a way that alters it or makes it unfeasible.

For issuance of the Authorization for Equipment Acquisition, after completion of the bidding process, the client must submit, via BDMG Digital Municípios, within the deadline set forth in the contract, the documents listed below.

Authorization for the invoicing of machinery or equipment will be issued after verification of the bidding process and does not guarantee the release of the scheduled installments, which remains subject to compliance with and fulfillment of the provisions of the financing agreement.

We emphasize that the bidding process must comply with the requirements of Law No. 10,520/2001 or Law No. 14,133 of 2021 and must be carried out only after issuance of the authorization to bid sent by BDMG.

After authorization to start the construction, the municipality will receive the percentage of the advance of the bid amount provided for in the contract.
To be entitled to the next installment, the client must demonstrate the application of at least 80% of the amount released by BDMG.
Proof of the application of released funds must be submitted within 6 months of their receipt.

Attention! For Project Preparation measurement, documents from the Construction Project stage will also be required at the measurement stage, as part of the delivery of the object. Project Preparation does not allow advance disbursement.

• Submission of accounts for previously released funds, when applicable;
• No relevant registration restrictions, at BDMG’s discretion, related to the municipality;

• The municipality’s good standing with the Federal Revenue Service;
• No economic or financial events that, at BDMG’s discretion, could compromise the execution of the financed undertaking in a way that alters it or makes it unfeasible;
• Regular progress of the project, in accordance with the schedule submitted to BDMG.

After delivery of the acquired asset, the client must submit the following documentation via BDMG Digital Municípios:

Below are the types and the respective documentation required for submission of amendments:

• Term Extension Amendment: amendment required to maintain the validity of the service provider’s contract;
• Addition and/or Reduction of Quantities: carried out when there is a need to change the quantities provided for in the contract;
• Price Adjustment Amendment: carried out to adjust the financial amounts established in the contract according to the previously agreed index;
• Financial Rebalancing Amendment: carried out when unforeseen events occur or when changes in contractual conditions significantly affect the costs of project execution.
