I) Implementation, expansion, and/or adaptation of urban roads, overpasses, pedestrian bridges, exclusive lanes, sidewalks, bike lanes, public squares, traffic signage, and shelters at urban public passenger transport stops.
II) Paving of urban roads already served by water and sewage services, or whose services are included in the project.
IV) Landscaping, urban tree planting, and green corridors to reduce heat islands.
V) Expansion and/or adaptation of rural roads, which may include bike lanes, bridges, overpasses, interchanges, roundabouts, signage, and shelters at public passenger transport stops.
Cost: from 0.33% p.m. + Selic for municipalities with an HDI equal to or lower than the average of municipalities in MG, and 0.41% p.m. + Selic for all others.
Term: Up to 96 months, including up to 18 months of grace period.

Registrations must be made exclusively on the BDMG website, in the “Access your BDMG Digital” area. After submitting the information requested on the platform, a “confirmation” message will be displayed. This means that the proposal has been correctly registered and is already under review. There is no need to contact BDMG by phone or email for confirmation. Submission must be completed by the deadline set forth in the Call for Proposals.
If the Municipality does not have a registration on the portal, it must complete it at this link.
Attention! The contracting of credit operations will be subject to the availability of the annual global credit limit for public sector bodies and entities, in accordance with Central Bank Resolution No. 4,589 of March 24, 2022.

The municipality will be able to check the status of its proposal on the BDMG website and will receive the Eligibility Term at the registered email addresses.
The Eligibility Term determines the successful completion of the first stage of the application and is a requirement, together with the authorizing law, to begin the process of approval of the Request for Verification of Limits and Conditions (PVL) of the credit operation by the National Treasury Secretariat (STN).
During the proposal analysis, pending issues may be opened for clarification or correction of submitted information. In such cases, the registered contacts will be notified by email. The municipality may also regularly check BDMG Digital so that pending issues can be resolved in a timely manner.
The contracting of credit operations by States, the Federal District, and Municipalities, including their Autarchies, Foundations, and Dependent State-Owned Enterprises, is subject to the rules of the Federal Constitution, especially Article 167-A, Complementary Law No. 101 of May 4, 2000 (Fiscal Responsibility Law – LRF), and Senate Resolutions No. 40 and 43 of 2001.
The documentation required by the National Treasury Secretariat (STN), an agency of the Ministry of Finance, and the procedures to obtain a favorable opinion on the Request for Verification of Limits and Conditions (PVL) are described in the Manual for Submitting Requests (MIP), made available by the National Treasury Secretariat.
BDMG will support the municipality to ensure that the documentation required by the STN is provided promptly and in full, meeting the legal and operational prerequisites observed by the STN in its analyses.

BDMG provides municipalities with templates of authorizing laws for approval by the City Council. As conditions vary for each financing line in the Call for Proposals, one law must be approved for each municipal request. If any modification to the authorizing law template is required, a prior consultation with BDMG must be made by sending an email to bdmgmunicipio@bdmg.mg.gov.br.
The entity must approve accounting reports in Siconfi as requested by the National Treasury Secretariat (STN).

The date the financing agreement is issued by BDMG will be used to count the grace and amortization periods. Signing the financing agreement does not guarantee the release of the scheduled installments, which remains subject to compliance with and fulfillment of the provisions set forth in the financing agreement.
This deadline may be extended once, for an additional 90 (ninety) days, upon payment of a Credit Reservation Fee¹.

Projects and the purchase of new machinery and equipment may be financed, that is, investments in infrastructure, such as: paving; construction or renovation of schools, health units, and public buildings; public lighting; sanitation; culture, sports, and tourism; reconstruction of areas affected by flooding; implementation of technology to increase adaptive capacity and reduce disaster risk; creation and restoration of green areas, parks, and gardens that help absorb water and reduce flooding; implementation or replacement of existing pavement with permeable pavement; strengthening of public buildings such as hospitals, schools, and essential roads against climate disasters; etc. The resources from the Call for Proposals may not be used for municipal operating expenses, nor for reimbursement of expenses already incurred.
SUSTAINABLE CITIES – Energy efficiency projects, power generation, smart cities, and construction, expansion, and/or renovation of municipal public buildings, including culture, sports, and tourism facilities. Water supply systems, sanitary sewage, urban solid waste treatment, and sanitation projects.
INFRASTRUCTURE – Mobility works, drainage, and investments in rural roads — paving, bridges, and others.
MACHINERY AND EQUIPMENT – Road machinery and paving equipment; truck chassis; truck bodies; tractors; buses; rescue units and ambulances.
DROUGHT PREVENTION – Creation and restoration of green areas that help with water absorption and retention; reforestation actions; sanitation projects, including implementation of water supply and sanitary sewage systems.
FLOOD PREVENTION – Implementation of technology to reduce flood risks; creation of mechanisms to increase water absorption; strengthening of buildings; drainage and sanitation actions; solid waste management projects.
AMONG OTHER ELIGIBLE INVESTMENTS
Any legally designated representative of the municipal government may complete the proposal submission in BDMG Digital, except for the SCR Declaration, which must be accepted by the mayor themself. Submission must be confirmed by the deadline set forth in the Municipalities 2026 Call for Proposals.
The contract will be issued for the amount requested in the proposal, in accordance with the authorizing law and the PVL approved by the National Treasury Secretariat. If there is any change in the amount during the process, the contract will be issued with the updated amount.
The project may be submitted through BDMG Digital as soon as the financing operation has been contracted.
BDMG provides a draft bill that must be approved by the Municipal City Council and already includes the items required and verified by the National Treasury Secretariat (STN).
Yes. All 853 municipalities in the State of Minas Gerais, regardless of whether or not they have active contracts with BDMG, are eligible to submit proposals under the BDMG Municipalities 2026 Call for Proposals.
