  • Registration

    Applications must be submitted exclusively on the BDMG website in the “Access Your BDMG Digital” area. After submitting the required information on the platform, a “confirmation” message will be displayed. This means the proposal has been correctly registered and is under review. There is no need to contact BDMG by phone or email to confirm. The submission must be made by the deadline stated in the Public Notice.

    If the municipality is not registered on the portal, it must complete the registration at this link.

    Attention! The approval of credit operations is subject to the availability of the annual global credit limit for public sector agencies and entities, according to Resolution 4,589 of March 24, 2022, from the Central Bank.

Read the Public Notice carefully to learn about the available credit lines and the general qualification rules.

Conditions for proposal qualification

  • a) Be up to date with the accounting reports approved in the Siconfi, Sicom, and Cauc systems.
  • b) The applicant’s debt capacity.
  • c) Compliance with the Legal Limits established in the Federal Constitution, especially regarding Article 167-A, the Fiscal Responsibility Law, and Senate Resolutions 40 and 43 of 2001, including those related to personnel expenses.
  • d) Compliance of the financed project with BDMG rules.
  • e) No financial or registration restrictions or significant issues with Bacen, SPC, Serasa, or BDMG itself.
  • f) No pending issues from previous projects financed by BDMG.
  • g) To qualify, the expected monthly installment amount must not exceed 50% of the municipality’s average monthly ICMS revenue as calculated in the latest required balance sheet.

How we will contact the municipality after proposal review

The municipality can check the status of its proposal on the BDMG website and will receive the Qualification Certificate via registered emails.

The Qualification Certificate confirms the successful completion of the first stage of the application and, together with the authorization law, is a requirement for the approval process of the Credit Limit and Conditions Verification Request (PVL) by the National Treasury Secretariat (STN).

During the proposal review, pending issues may arise that require clarification or correction of submitted information. In such cases, registered contacts will be notified via email. The municipality is also encouraged to regularly check BDMG Digital to address any pending issues in a timely manner.

Once your proposal is qualified, BDMG will support your municipality in submitting the request to the National Treasury Secretariat (STN).

The contracting of credit operations by States, the Federal District, and Municipalities, including their Autonomous Agencies, Foundations, and Dependent State-Owned Enterprises, is subject to the rules of the Federal Constitution, particularly regarding Article 167-A, Complementary Law No. 101 of 05/04/2000 (Fiscal Responsibility Law – LRF), and Senate Resolutions No. 40 and 43 of 2001.

The documentation required by the National Treasury Secretariat (STN), a department of the Ministry of Finance, and the procedures for obtaining a favorable opinion on the Credit Limit and Conditions Verification Request (PVL) are detailed in the Manual for Plea Instruction (MIP), provided by the National Treasury Secretariat.

BDMG will assist the municipality in ensuring that the required documentation for STN is provided in a timely and complete manner, meeting the legal and operational prerequisites required by STN in its analysis.

Authorization Law

BDMG provides municipalities with draft authorization laws for approval in the City Council. Since conditions vary for each financing line in the Public Notice, a separate law must be approved for each municipal request. If any modifications to the authorization law draft are required, a prior consultation must be made with BDMG by sending an email to
bdmgmunicipio@bdmg.mg.gov.br.

Approval of Accounting Reports

The municipality must approve accounting reports in Siconfi as required by the National Treasury Secretariat (STN).

Once the Credit Limit and Conditions Verification Request (PVL) is approved, the financing contract will be issued. Be sure to read the Public Notice carefully to understand the available credit lines and general contracting rules.

The contracting of the credit operation is subject to:

  • Availability of the annual global credit limit for public sector agencies and entities, as per Central Bank Resolution 4,995 of March 24, 2022;
  • The applicant’s borrowing capacity: approval of the Credit Limit and Conditions Verification Request (PVL) for the credit operation;
  • Credit and risk analysis of the municipality, according to BDMG criteria;
  • The municipality’s registration compliance;
  • Technical and financial compliance of the municipality with BDMG.

Registration issues in Siafi/MG, Cadip, Sahem, FGTS, State Revenue, Federal Revenue, and Cauc prevent contracting and fund disbursement.

The date of issuance of the financing contract by BDMG will be used to determine the start of grace and amortization periods. Signing the financing contract does not guarantee the release of the planned installments, which remain subject to compliance with the terms of the financing contract.

The municipality is solely responsible for ensuring compliance with applicable legislation and the regularity of the bidding and contracting process, with BDMG bearing no responsibility for this process under any pretext. Authorization to start work does not guarantee the release of future installments, which remains subject to compliance with the terms of the financing contract.

Please note that the Bidding Process must comply with the requirements of Law No. 10.520/2001 or Law No. 14.133/2021 and must only be conducted after BDMG issues the authorization for bidding.

To receive funds, the client must also ensure:

  • There are no relevant registration restrictions, at BDMG’s discretion, related to the municipality;
  • Proof of fiscal compliance with Siafi-MG — Integrated Financial Management System of the State of Minas Gerais;
  • The municipality’s compliance with the Federal Revenue Service;
  • There are no economic-financial factors, at BDMG’s discretion, that could compromise the execution of the financed project in a way that alters or prevents its completion.

The municipality is solely responsible for complying with applicable legislation and ensuring the validity of the bidding and contracting process. BDMG holds no responsibility for this process under any circumstances. The authorization for invoicing the machine or equipment will be issued only after verification of the bidding process and does not guarantee the release of the planned installments, which remains subject to compliance with the financing contract terms.

It is important to note that the bidding process must comply with the requirements of Law No. 10,520/2001 or Law No. 14,133/2021 and should only be conducted after the authorization to bid has been issued by BDMG.

After authorization to begin construction, the municipality will receive a percentage of the advance payment of the contracted amount.
To be eligible for the next installment, the client must prove the application of at least 80% of the funds released by BDMG.

Frequently Asked Questions

It is possible to finance works and the purchase of new machinery and equipment, that is, investments in infrastructure, such as: paving; construction or renovation of schools, health units, and public buildings; public lighting; sanitation; culture, sports, and tourism; reconstruction of areas affected by flooding; implementation of technology to increase adaptive capacity and reduce disaster risk; creation and recovery of green areas, parks, and gardens that help absorb water and reduce flooding; implementation or replacement of existing pavement with permeable pavement; strengthening of public buildings such as hospitals, schools, and essential roads against climate disasters; etc. The use of resources from the Call for Proposals for municipal operating expenses or reimbursement of resources is not allowed.

SUSTAINABLE CITIES – Projects focused on energy efficiency, energy generation, smart cities, and construction, expansion, and/or renovation of municipal public buildings, including cultural, sports, and tourism facilities. Works related to water supply systems, sanitation, urban solid waste treatment, and sanitation projects.
INFRASTRUCTURE – Mobility projects, drainage works, and investments in local roads, including paving, bridges, and other improvements.
MACHINERY AND EQUIPMENT – Road machinery and paving equipment, such as truck chassis, truck bodies, tractors, buses, rescue units, and ambulances.
DROUGHT PREVENTION – Creation and restoration of green areas to aid in water absorption and retention; reforestation actions; sanitation projects, including the implementation of water supply and sewage systems.
FLOOD PREVENTION – Implementation of technologies to reduce flood risks; creation of mechanisms to enhance water absorption; strengthening of buildings; drainage and sanitation actions; and solid waste management projects.

Any representative legally appointed by the city hall may complete the proposal registration in BDMG Digital, except for the SCR Declaration, which must be accepted by the mayor. The submission must be confirmed by the deadline specified in the Municípios 2025 Call for Proposals.

The contract will be issued for the amount requested in the proposal, in accordance with the authorizing law and the PVL approved by the National Treasury Secretariat. If there is any change in the amount during the process, the contract will be issued with the updated value.

The project can be submitted through BDMG Digital as soon as the financing operation has been contracted.

The municipality can change the credit line only during the registration period, requiring the submission of a new proposal in BDMG Digital with the updated financing request. If the municipality only wishes to change the financed item within the same credit line (e.g., replacing a tractor with a backhoe loader), this is possible, provided there are no restrictions in the authorizing law approved by the City Council.

BDMG provides a draft bill that must be approved by the City Council, already including the items reviewed by the STN.

The municipality can participate in all financing lines simultaneously, provided it has the payment capacity and the total amount complies with the limits set in the Call for Proposals.

Yes, all 853 municipalities in the State of Minas Gerais, regardless of whether they have active contracts with BDMG, are eligible to submit proposals under the BDMG Municípios 2025 Call for Proposals.
